In January 2014 the Department of Health and Human Services Office of Inspector General (OIG) announced that electronic health records (EHRs) have created new exposures to healthcare fraud and abuse, and, as a result, they requested CMS and their contracted MACs revise their approaches to protect against fraud and abuse.

Provided all goes as planned, May 31st should mark the end of Illinois’ 98th General Assembly. Legislative sessions span a two year period of time and typically are viewed as having a regular first year and a shorter second. According to the House Rule 18(b), bills this second year should be either budgetary in nature or “to be of an emergency nature or to be of substantial importance to the operation of government.”

For the last six years, the ICS has been holding its annual lobby day at the Statehouse to raise chiropractic awareness, as well as, deal with specific issues with the legislature. Capital Conference has helped us secure support and sponsors for our legislation, and these events help form meaningful relationships between our members and their legislators. Microsoft has announced that they will no longer support or issue security patches to the Windows XP operating system after April 8, 2014. Based on the analysis below of the requirements in the HIPAA Security Rule, all Windows XP operating systems must be moved to a newer, supported operating system offering regular updates and security patches.

As ICS members are probably aware, Blue Cross Blue Shield of Illinois (BCBSIL) has begun implementation of its utilization management program requiring many providers to obtain preauthorization for physical medicine services. BCBSIL has classified providers into “tiers” requiring various levels of preauthorization and has contracted with OrthoNet to review provider requests for preauthorization.

In 2013 and 2014 there will be many changes in the healthcare field. Some of the changes include mandatory reporting of PQRS, Affordable Care Act, ICD-10 CM diagnosis codes, and the new 1500 Health Insurance Claim Form.
